As of v3 this option is now located in the Advanced Options Menu > Game Settings

PN - This is the property number as located around the game board. This cannot be changed.

Property - Click on each property on the grid to change the names.

Cost - Change the cost of each property when a player buys it.

Rent - The cost to a player when he/she lands on a property which is already owned by another player.
